I like the start you have made. I have some links on the Open Moto X wiki (http://www.openmotox.org) that might help you find battery suppliers. However what we really all need is a open source battery pack or maybe a complete open drive train design that many different open motorcycles and scooters can use.
Take a look at what MotoCzysz have designed: http://www.motoczysz.com/main.php?area=edd_overview (warning this is is not open hardware)
If we can design and build something similar but open - we could use 16 or 18 battery packs and two or three motors for OMX, you could use five or six battery packs and one motor for the eMoped.
